PADEC II (2003-2007)

Program of support for the development of Stock-breeders in the Comores- phase II

 

General Context

The lack of air and sea communications, like the weak development of transportation between the islands considerably hinders the development of the country.  To this should be added the stunted interior market, the absence of diversification, the low level of training of the work force and an embryonic manufacturing sector.  In this context, and that of the structural adjustment program, the Comorian government wrestles amongst other things, with improving the level of training and promoting the privatisation of the productive sectors. By its agricultural strategy, it has redefined the respective roles of the private and public sectors, and perceives that, as regards livestock production, solving animal health problems are prerequisite for the introduction of any improvement in production systems.

 

Specific and General Objectives

The overall objective of the program aims to increase the food security of the target populations, as well as to improve the farmers’ income by optimizing livestock production and the health security of the livestock.    

 

Beneficiaries

  1. The herders in general (of whom 5000 annually appeal to the APSA - the Association of Professionals for Animal Health) and the dairy herders (integrated into the sector in Anjouan
  2. Veterinarian technicians and village agents in animal health
  3. Women engaged in improved poultry farming
  4. The local partner

 

Activities

Improving the technical and administrative competencies of the local partner

  1. To set up operational bodies
  2. Organise meetings and gatherings
  3. To train the members in project management
  4. To frame and support the partners in their technical engagement with financial backers and other decision-making bodies.

To set up a privatized and autonomous animal health service

  1. To support the installation and the organisation of services for animal health in the locality (pharmacies and veterinarian clinics, training village agents in basic animal health)
  2. To make sure of the existence of a system allowing the costs to be recovered whilst remaining accessible to the herders.
  3. To train the technicians on the technical aspects and in  management (technical autonomy).
  4. To organize the service administratively and legally (administrative and legal autonomy).
  5. To organize vaccination campaigns and to follow the general medical state of the livestock.

The development of activities focused on the increase in livestock production

  1. The improvement of dairy breeding techniques in Anjouan
  2. The enhancement of traditional poultry farming in Grand Comoros and institutional and technical support for the goat herders of Moheli.
  3. The development of channels for livestock production will continue in 2005 with follow-up on activities already in progress.  A particular focus will relate to the improvement of local cattle genetics by means of artificial insemination.
